Managerial Development and Human Resources Deputy Minister of Iran’s Ministry of Culture and Islamic Guidance Aliasqar Karandish Marvasti, Deputy Minister of Culture for Parliamentary and Provincial Affairs Hussain Noushabadi, and the Head of Imam Reza (A.S.) International Foundation Seyyed Javad Jafari and other members of the Council discussed the issue of pathology of the Twelfth Festival and explored the objectives, programs, executive procedures and policies of the Thirteenth Imam Reza (A.S.) Festival of Culture and Arts, as was reported by the News and Information Department of Imam Reza (A.S.) International Foundation.
Strengths and weaknesses of the Twelfth Festival discussed in 9 facets
Having thanked all people, institutions and departments who played a central role in the holding of the Twelfth Imam Reza (A.S.) International Festival of Culture and Arts at the beginning of this meeting, Jafari mentioned the issue of pathology of the Twelfth Festival and said, "In the early stages, not a lot can be expected from an event; rather, the event evolves over time and reaches a proper point of perfection. Imam Reza (A.S.) International Festival also, according to the comments passed by the members of the Policy Council and also by the pathology of the previous festivals, has attempted to climb more of the path toward the pinnacle of its goal, year by year, even though still standing on the hillsides and having a long way ahead".
"Pathology and the investigation of the strengths and weaknesses of the Twelfth Festival is undertaken in 9 facets of "public programs of the Ten Days of Generosity, thematic programs in the provinces, programs outside the country, special programs, shrines and the holy tombs, Razavi Culture Weeks, academic programs, iconic welcome convoys in Shalamcheh, the opening and the closing ceremonies" continued the Head of Imam Reza (A.S.) International Foundation.
Conducting surveys on the quality of the festival suggested
Having commemorated the Holy Defense Week, Karandish Marvasti, as the chairman of the meeting, evaluated the Twelfth Imam Reza (A.S.) International Festival to be of higher quality compared with the previous festivals and declared, "Both, in terms of quantity and also quality, proper measures were taken in the current festival. For instance, the greater number of academic programs and more efficient holding of Razavi Culture Weeks have led to the qualitative improvement of the festival; also, throughout the year, Razavi Culture and teachings have come to the spotlight, which needs to be greatly exalted and revered".
"There was a special order in the festival, specifically in its Secretariat. Also, attention to the provinces and using the potentials of the whole country were among the strengths of the Twelfth Imam Reza (A.S.) International Festival" he noted, concerning the other strengths of the Twelfth Festival.
"It seems that in order to address the weaknesses and enhance the strengths, the officials and outside observers of the festival must be surveyed and these respected people should be able to easily express their views" marked Managerial Development and Human Resources Deputy Minister of Iran’s Ministry of Culture and Islamic Guidance.
Karandish Marvasti also emphasized the greater use of provincial capacities and asserted, "The festival must stop being a mere state entity and people must feel that this festival is a perfect festival for them".
"Among the spectators, primary school children and students are of high importance; if we manage to institutionalize the Razavi Culture in them, this culture will remain with them throughout their lives" he said, referring to the wide range of spectators of Imam Reza (A.S.) International Festival.
"For dissemination of the Razavi Culture, we must draw on modern means and intelligent software along with traditional means such as the tribunes and mosques" he added, stressing the use of mobile phone software and modern technology for the propagation of Razavi teachings.
Karandish called for the expansion of the Imam Reza (A.S.) International Festival activities in the international sphere and pronounced, "Outside the country, we must engage in the propagation of the Razavi Culture and teachings with richer materials and in this regard, we need to translate a greater amount of works produced in the Razavi Culture arena".

In another part of this meeting, Hussain Noushabadi, Deputy Minister of Culture for Parliamentary and Provincial Affairs, thanked Seyyed Javad Jafari for the successful holding of the Twelfth Imam Reza (A.S.) International Festival of Culture and Arts and said, "As repeated before, Imam Reza (A.S.) Festival is one of the basic activities in the field of culture and arts and is considered as one of the significant components of cultural diplomacy of the Islamic Republic of Iran in the world".
"The cluster of programs of Imam Reza (A.S.) International Festival must be aimed at enhancing and giving strength to the Islamic sects’ relationships and national convergence, and this festival should not be assumed to be in line with the Shiite ideology only. Thus, this must be taken into serious consideration so that it does not unwittingly fuel the fire of ethnic-religious conflicts" he recommended.
"Sometimes, very insignificant local traditions might be used along the main programs of the festival and degrade it in value. We must be careful so that such programs do not discredit the festival. Also, the research section must be considered as the main facet of the festival programs".
"It is necessary that the festival programs be reinforced in depth and grandeur, by more frequent involvement of universities and seminaries in addition to consideration of the creators of cultural and artistic works" noted Noushabadi.
In another section of the meeting, heads of specialized committees and deputies of departments and festival’s fellow institutions expressed their views, some of which were as follows: "Revising the materials of the programs; converting some annual festivals into biennial ones; measuring the capacity and consequently integrating or eliminating some thematic programs; enhancing the festival committees; inviting Grand Ayatollahs for participation in the closing ceremony; introducing works of festival in the closing ceremony more frequently; recommending the artists and skilled people to create rich artistic works; transmitting some scientific conferences from The Ten Days of Generosity to December or May; using the presence of foreign guests in our country more and better".
